SCOPE OF WORK
The awarded contractor shall provide on-site information technology programming services to support the Accountability System utilized for payroll processing, tracking and mission support.  The Accountability System is utilized to support missions and emergencies executed by the Pennsylvania National Guard through the JEOC.  The on-site services shall include review of the current system, system changes to improve the performance of the current system, repair programming issues with the current system and on-going support. The awarded contractor will work closely with JEOC staff to make enhancements to the system and develop new functionality.  This includes presenting ideas for system improvement and upgrades, testing the product in controlled simulations prior to go-live, preparing training manuals for users, and maintenance of the system.  The awarded contractor will be required to provide services during state activated emergencies to ensure the system is fully operational.  The Accountability System is currently housed and is operating on Oracle and developed using Application Express (APEX) object oriented language. The selected candidate should have extensive knowledge of Oracle applications including but not limited to Oracle APEX and a solid understanding of Oracle SQL.  The awarded contractor shall provide proof of three (3) years’ experience in Oracle Programming. 

The JEOC shall provide administrative space, including a computer and access to general office equipment.

CONTRACTOR OBLIGATIONS:
The awarded contractor shall provide onsite programming services and shall be an independent contractor, not as an employee of the Commonwealth.

LICENSING AND CREDENTIALS
The awarded contractor staff must meet the requirements outlined in DoD 8570.01-M “Information Assurance Workforce Improvement Program” change 4 dated 11/10/2015, or the most current version, as an Information Assurance Technical Level II. The contractor must comply with all outlined certification requirements and maintain a Secret level security clearance. The contractor will request a privileged user account as a system administrator through the Joint Force Headquarters Deputy Chief of Staff for Information Management (DCISM) once all required certifications are met.

BACKGROUND CHECKS
The awarded contractor for this Solicitation will be required to certify compliance with the Commonwealth Standard Terms and Conditions Section V.42 Contract-036.1 Background Checks (February 2016) and in addition, a FBI background check for residency not held within the past two (2) consecutive years in PA, through www.pa.cogentid.com prior to the start of the contract and annually thereafter using the DMVA Background Check Certification Form

DMVA will provide required forms with the awarded contractors notice to proceed. The background certification form must be completed and returned to the point of contact listed in Paragraph XXII prior to contract commencement and yearly thereafter.


HOLIDAYS AND HOURS
The standard work hours for the awarded contractor will be Monday through Friday 8:00 am – 4:30 pm with an hour unpaid lunch. Weekend hours will be required when the JEOC is activated.  The shift for emergency operations will be determined at the on-site of the mission with a response time not to exceed 2 hours.  The Commonwealth’s Offices are closed for 11 holidays during the calendar year as listed below.  The selected vendor will not be required to provide services on the days indicated below, unless there is an emergency activation on these dates
